In USA, this system allegedly prevents 60000 accidents and 120 or more deaths per year. (1) Slide equipment to bulb handle part. (2) Shift an instrument up and contact it with a valve body or pipe. (3) Push the instrument into the valve handle so as to overlap them accurately. (4) Put the key lock (padlock) through a hole to fix the instrument and valve handle.
